I see this is difficult for other parents to answers because each kid is different in their ability to handle responsibility and peer pressure. There are so many other factors. Most cities have curfew laws, so at the very least, whatever the law is where you live.

Growing up I never had curfew. But I held single job for 4 years while in high school. Some kids don't need a curfew, while others need to be kept on a very tight lease. Not only the so-called "bad" kids, but the ones who follow them. A good kid can get into as much trouble by hanging out with 1-2 kids who already have bad track record. It is sad when goods kid find themselves in very serious trouble (or injured) because they don't walk away from a bad situation.
