I agree with mm and ARi, see an ENT if you haven't already.
Also consider getting all milk out of her diet. Many kids have ear infections due to milk problems. If she is on formula still, go to a non dairy kind, if she is nursing still, drop dairy from your diet. If you feel she has to have milk, try going to almond milk or rice milk for a few weeks and see if that helps her out.
