I'm not going to make rules about things I can't enforce. I can't decide whether or not rep is deserved, that's a personal opinion. And even if I think you're crappy for giving someone bad rep, it's not like I can delete it.
So I don't care. Give whoever you want bad rep. I never check it so I doubt I'd even notice if I got some.
