I must have grown up around a different type of 15 year old girl. The girls that I knew were well aware of their sexuality and would know damn well what they were doing when flirting with him.

I still think you should just talk to her, and if things continue you might want to right him a FRIENDLY letter with your concerns including him leaving his blinds open.
