NO, I am very firm when it comes to dating, none until 16, period. And then it will be supervised (to an extent) and the age difference can only be one year older or younger (depends on whether it is my son or DD's).

A good example would be, my son who is 15 was interested in a girl, and vice versa, had even been asked to a dance but I said no, no way, I had also seen said girl with another boy, and at 15, this weekend she gave birth to a beautiful baby boy. They are to young to really understand the risk's that are involved.

As a side note, the boy could be charged with stautory(sp?) rape, charges can be brought up by anybody, protect him and your DD. Good luck, sometimes the hardest thing a parent can do is to do something "for their own good".
