I think he should have to pay. The idea behind family courts is usually what's in the best interest of the child.
What's in the best interest of this child is that the person who has acted as a father for the last 13 years should continue in that capacity. You don't take over as a caregiver of another human being and then decide it's "too much" of a burden. It's a life time moral commitment and a 18 year legal commitment.
I wonder what prompted DSS to petition to increase the amount of the child support.
