Former teacher here.... Have you asked why they have not moved her to the 4 yr. old room? That's the first thing I would do. Once you know their reasons you may or may not agree, but can go from there. Perhaps she is young developmentally compared to her peers, and they feel she wouldn't do well in the next room. That's not necessarily a bad thing. Some kids need a little more time before they're able to handle what's expected in a school setting. TALK with the teachers about your concerns.
