I don't know much about daycare, but yes i would want her moved into a higher class as well.
My friend has a similar problem was base daycare (marines) Her daughter is 8 months old and walks but is stuck in the infant room instead of the room for walkers. She feels bad because this little girl does not get to do things that she normally would enjoy like pulling up on toys and such. But being in the infant room she is stuck with only floor play. i
I would talk to the daycare again.
