Laws exist in at least some states, but like so many other things, I think it only becomes an issue of concern if there is some kind of involvement - whether CPS, guardian ad litems or government assistance.
If I recall correctly, here school age is the cut-off. Does that mean both have to be school age or just one? I'm not sure.
I was not aware of this law until I took a real estate course a year ago, and we briefly discusses it. one of my classmates was stunned - her boy/girl twins had been in the same room their whole lives.
While I think there should be room for flexibility, I have to say I am not totally against these laws, however. I worked with 6 boys this weekend, all of whom molested their siblings, step-siblings, cousins. All multiple victims, and all right under their parents nose. One of the parents even runs a day care (and completely oppose their son being in treatment. Despite his admissions and multiple lie detectors, they don't buy that there's a problem. Sick, huh?).
You wouldn't be able to pick them out of a crowd. Most come across as really nice kids (and would be, if not for those particular actions). Ability to charm others is often part of their arsenal.
Most kids aren't going to molest their siblings - but for the few who do, sharing the room makes it even easier and more likely to happen more frequently. Too many parents are oblivious, and they can't make laws that apply only to some people (ie - clueless parents)
