As far as I know in SD its not a law that the kids HAVE to have seperate rooms. I know that if you are trying to get into Low Income Housing you qualify for a 3 bedroom house if you have a boy and a girl and you can only put up to 3 people per bedroom.

ETA: If its just for a year and because they are so young, I would say there is no problem. I would do it.
