Yes they do, but here in the UK along with alcoholics they pretty much pay for our health care, which is the only reason these two drugs are legal in the UK.

I'm not so sure if they cost society money, but they definatly cost the gov't millions in health care.

I dunno, I guess they do if you consider the immense medical bills the government pays for every year on behalf of the smokers that suffer and die from "enjoying" themselves. But then when you think about it, smokers probably spend about as much on the taxes to buy a pack of cigarettes a day in a year to cancel it out lol.
