My sons wont stop fighting

My sons won't stop fighting. They are 12 and 7. I have tried family counseling (and took the advice offered), individual counseling, etc. I have done the “hold hands and give 3 reasons you love each other”, putting them to work when they argue, separating them, making them write “I will not fight my brother” over and over again, explained why they can't speak to one another that way, gave them examples of positive relationship speech, given them one on one time, have weekly family nights, taken away their toys/tv, prayed and prayed, and the list goes on. The older one feels no protective instinct over the younger one (or so it seems). They have been fighting daily (5–6 times a day) either physically and verbally for nearly 5 years. I have two older children (girls) who never really fought and don't act like this at all. Their dad is not in the picture and never has been. I would like any advice that might help.
