I can relate to your story, because my sister also doesn't helps her 9 year old with anything.

self education. I have given my sister the site, and she didn't see any value in it for her, so I joined it for her. I just passed some stuff on to her. It benefitted me more...lol
After 2 months, I can't believe that my sister can be such a nice person. She is now so involved with her children.
Your boyfriend's little one's mother will always be in her life. If you can get her mother to be more involved with her little one, then the problem will take care of it self. Nobody can be 24/7 with the little one, but the mother will be the one to fit that position the best. So maybe you could try to get the mother's outlook on life correct, then the little one will be taken care of.
