The boy is looking for some approval and probably not recieving any at home or from the other kids in the nieghborhood.
He is probably hoping the youger guy will look up to him.
He may not be even stalking your little guy but you and the time you spend with them while playing. The little guy is just the excuse to the need.
Yes, do ask the child where he lives. This way there is no guess work.
In my state at the age of 11 children are allowed to be out for long periods of time and parent not watching them or checking in on them here is not neglect but bad parenting and services will not even look into it unless there is signs of abuse or neglect (no food, shelter or medical attention). Though since the child is 11 and has special needs he is recieving services somewhere. So the parents are aware of it (might be in denial stage but aware). It could be just his living conditions and the things he has been through causing him to be different.
I wouldnt tell the older child what he can not do but what he can do....
He can go play with the other kids or He can go home. Do not give him an explanation and just repeat yourself.
