Irresponsible Daughter and Husband...

Tough love is the way to go in this situation.
If she doesn't start providing for herself and making her own living she is going to end up like my mom, in her 40's still mooching off her mom who pays the majority of our bills and is the reason we aren't homeless.
Now while I would hate my life if my grandmother decided to have given my mom tough love awhile back I think it would have helped my mom out in the long run. I don't think there is any hope now.
Hopefully she can get on her feet soon and give the kids a good life.
