Oh wow, I don't know how I feel about this. I'm kind of torn. While I do think that doctors should have to keep up to date records of a girl/woman's medical record I don't know about informing the parents. Depends on the circumstances.

If a girl goes in for birth control, I think the parents should be notified if the girl is younger than 16. With things like abortions and pregnancy parents should be notified if the child is living with the parent and 18 or younger.

I don't know - Planned Parenthood is often the only place some women can afford to go for those all-important check-ups. Especially women who are low income, but do not qualify for or who are not willing to go on a public assistance program.
Not every community has a community health clinic or other income based health service provider. Yet there is generally a PP within a reasonable distance of most towns
