I did it once. There was a club in my neighborhood, and you had to shoplift to get in. Felt so guilty after that I didn't want to be in the club anymore.
Have you considered having her work at the store where she shoplifted. Not for pay of course, but what if she had to stock shelves after school for a few weeks. Not sure about legal issues, but just a suggestion.
I"d think it would be mortifying to be around the folks you shoplifted from. And it might help her understand that they work hard to make money that she stole from them.
